Thailand Ride-Hailing Legalization: DLT QR licence, Driver Verify QR, Public Driver License, RY.17/RY.18 — 2026 Updates
Thailand Ride-HailingDriver LegalizationWe know many drivers are currently navigating new ride-sharing requirements in Thailand. Our goal is to help you complete the process correctly, avoid mistakes during inspections, and keep operating with confidence. This guide summarizes what you need to do, in what order, and by what deadlines.
The official requirements issued by ETDA for ride-sharing platforms will be fully enforced starting 31 March 2026. To support drivers, the authorities have established a transition (grace) period until 28 February 2026 to complete the key steps.
Starting 31 March 2026, updated ride-hailing regulations will require drivers to have a legal vehicle status for passenger rides. In practice, this means your vehicle must be registered under RY.17 (yellow plate for motorbikes) or RY.18 (passenger car registration) to continue accepting passenger orders through the app.
Until 31 March 2026, drivers still have time to complete the process, but Driver Verify is available only until 28 February 2026, so it’s best to start early and avoid issues during inspections.
According to the official notification from ETDA related to ride-sharing platforms, enforcement will fully apply from 31 March 2026. This means platforms must ensure that drivers operating on passenger tariffs meet the legally required driver and vehicle conditions.
Transition period until 28 February 2026 (what you should do now)
Authorities have set a transition (grace) period until 28 February 2026 so drivers can complete the required steps.
Step 1 — Complete the legally required documents
Public driver license
Step 2 — Register in Driver Verify (ETDA) and get your QR code

Important clarification (so you don’t get misled):
- The Driver Verify QR code is temporary, while DLT RY.17/RY.18 is mandatory for operations.
- It does not replace legal documents required for passenger ride-hailing.
- Even with the QR code, you can still be stopped during inspections and asked to show proper documents.
DLT registration general requirements (summary):
Note: The document list below reflects the general requirements. When registering via DriverVerify, drivers are not required to provide proof of registration with Maxim, and document submission can be completed online.
A) Motorbikes — RY.17 (yellow plate)
Documents typically required:
- Original ID card
- Public driver license
- Motorbike registration book
- Proof of residential registration / address information
- Proof of registration with Maxim
Key limitation: - Engine size not exceeding 125 cc
B) Cars — RY.18
Documents typically required:
- Original ID card
- Public driver license
- Original or copy of the car registration book
- Proof of registration with Maxim
- Public transport insurance policy
Key limitations: - Vehicle age: not older than 9 years
- Passenger cars only (pickups, tuk-tuks/rickshaws, buses, etc. are not eligible)
How the QR code is used
The QR code generated in Driver Verify is typically submitted together with other documents to DLT as part of the registration process.
It supports your transition status — but it does not by itself make you fully legal.
Important after 28 February 2026
After 28 February 2026, Driver Verify stopped being available as the transition tool. In practice, drivers may need to:
- obtain a new certificate/confirmation from the platform about intent to cooperate, and
- proceed with registration directly via DLT (including in-person steps where required).
From 1 March 2026, drivers who have not completed RY.17 / RY.18 vehicle registration or the required driver registration steps by the deadline will be removed from the platform during inspections, in accordance with applicable laws.
Deadlines at a glance
- Now → 28 Feb 2026: best window to register in Driver Verify and start all procedures early.
- From 1 Mar 2026: higher inspection risk for drivers without completed RY.17/RY.18
- 31 Mar 2026: ETDA ride-sharing compliance requirements fully take effect for platforms.
